Caroline Giraud

Independent Consultant
Freedom of Expression/Media and Advocacy Advisor
Brussels
I have worked at the crossroads of journalism, human rights and development for 17 years and have a long track-record of building the case for media development with donors, including 11 years as a fundraiser, program developer and communicator. I hold a diploma in international relations and communications from Sciences Po Paris and a degree in foreign languages from Sorbonne Nouvelle. In 2008, I received a one-year training from the French Association of Fundraisers. A French national, I use English, Italian and Russian professionally and understand German and Portuguese.
I monitored for three years press freedom violations for the Europe and Eurasia desk of Reporters Without Borders. At Internews, she specialized in monitoring EU grants and services contracts. I wrote dozens of successful funding applications, from simple country-wide projects to complex, multi-country, multi-million Euro tenders with EuropeAid and government donors in France, the Netherlands, Sweden and the UK. From 2012 to 2016, she worked at the International Secretariat of the Global Forum for Media Development, the network of 220 media assistance NGOs, where I engaged with donors and policy makers to build the case for media development, access to information and free speech. My work included a successful global campaign for inclusion free media and access to information in the new Sustainable Development Goals.
Since 2017, I joined Media4Democracy.eu to help EU's DG DEVCO and EU Delegations mainstream Freedom of Expression in development cooperation. I also contribute to GIJN's fundraising help desk.
